Russia’s President Dmitry Medvedev believes the US plans for an anti-missile network in Europe violate the balance of power in the world.

Mr. Medvedev stated this when he and Prime Minister Vladimir Putin met with their supporters in Moscow, on the eve of parliamentary elections which will take place on Sunday.

Dmitry Medvedev announced that President Obama had said to him that he, Obama, did not intend to sign any documents which would officially confirm that the US anti-missile program in Europe was not aimed against Russia.

Thus, Russia has to take some kind of measures in response, Mr. Medvedev said. In particular, a radar station will be built in Kaliningrad, Russia’s westernmost city.

The Russian president also added that if Russia fails to reach an agreement with the US on the scale of the latter’s anti-missile program within the next 8 to 10 years, Russia will take other measures like deploying strategic offensive nuclear forces on its borders.

“However, we still have quite a lot of time to reach an agreement,” Mr. Medvedev concluded.
