A Message to Geneva 2 and the "International Community"

Below is the text of a petition for a number of requests and expectations that we, the Syrian people, expect your delegates to respect and that we, regardless of our similarities and differences, find it in our best interest to draw up and sign.

We do consider the conference to be an invaluable opportunity for the Syrian government and other foreign governments to begin to introduce a diplomatic move that would, eventually, be able to ease the Syrian crisis, along with its ensuing political and humanitarian repercussions. It is also an opportunity to reinforce our country’s right to sovereignty, to establish an international alliance to fight the terrorism that has been brought into Syria, as well as to call for, launch, and support reconciliation initiatives in the midst of the dramatic situation the country is now having to face.

Given the terrible living conditions the Syrian refugees have had to suffer, we expect this conference to also be determined to ensure the continuation of complete cooperation with relief organizations working to deliver necessary humanitarian and medical aid to those in need. It is this continuation, accompanied by a genuine commitment to cease and internationally condemn all funding and support provided to terrorist groups in Syria that have now started to constitute a regional threat, that, we believe, will lay the ground for the return of all those who have been forced to leave home.

What we will neither give up nor compromise on is our sense of belonging and citizenship where we, like we have always been, remain all part of and one with Syria. Therefore, we urge our government, as well as those who will be rallying against it tomorrow, to completely refuse any solution based on ethnic, religious, or sectarian grounds. Any form of interim, transitional, or a national unity government that would appear to endorse and take these grounds, together with foreign involvement and the global balance of power, into consideration will be met by an equally passionate rejection. Because this kind of solution will inevitably stand to undermine the substantial religious, cultural, and historical diversity that contemporary Syria retains, any proposal should instead be based on what we believe maintains the real sense of belonging and a culture of living together, a goal without which no country will ever be a home.

What we will also neither give up nor compromise on is any piece of Syrian land that is still under any form of occupation. We believe that it is our right, as well as duty, to put whatever effort possible into maintaining how united Syria has always been.

We would like to believe that no country will be able to make any unilateral decision on Syria and the future of its people. We, therefore, urge all attendees and all those who are involved in international decision making, including a number of governments, organizations, and other interested parties, to help the Syrian people, respect their will, recognize their right to make their own decisions, and lay the ground for whatever is necessary to conduct democratic and legitimate presidential and parliamentary elections as well as any necessary constitutional reforms. We, hereby, encourage the delegates to assist and provide expert support for these reforms and changes that would take into unbiased consideration the demands of all Syrian people and the separation of powers within the ruling government, as long as the decision remains, through a general referendum, only and exclusively Syrian.

The fact that there are two flags that appear in Syria today, each with different well known associations and affiliations, represents a real threat to the unity of Syria and its people. Moreover, forcing a different flag on Syria_ a flag that differs from the one officially recognized by our country, by other countries, and by different international organizations_ puts Syria’s sovereignty at risk. We refuse this undemocratic introduction of another flag. Hence, the one and only flag of Syria is the one with the two green stars, the one we have had since 1980.

We urge our government, the other present foreign governments, and all the international organizations that have chosen to get involved in the Syrian crisis to work to pave the way for a civilized, political solution_ we will say our last words in ballot boxes and free, transparent elections that we know we are capable enough to organize and hold. This is why we consider Geneva II to be a significant opportunity for all parties to agree on possible election plans that are free and transparent, and that are monitored by national, regional, and international trustworthy organizations working under convenient democratic conditions and ensuring a political life that is fair enough for all Syrians, regardless of any differences as mentioned above.

We urge all foreign governments to immediately remove all unilateral sanctions on the Syrian people, the only victims to suffer the severe consequences of these unjustified, aggressive measures.

We urge the Syrian government to document and publish the names of those they have detained, accompanied by the reasons and periods of detention, and those they have lawfully charged. The same is expected from the opposition, which is to list the names of those they claim are detained by the government.

All countries that we are right to believe have enough influence on the armed groups still active in Syria are expected to immediately exercise the pressure necessary for these groups to, without any delay, release all those they have kidnapped and detained, something which will be viewed as a positive step towards a solution that will bring the suffering of the Syrian people, whether detained, kidnapped, or missing, to an end.

Once again, countries that have participated, in one way or another, in sharply aggravating the Syrian crisis must compensate for all the destruction they have brought upon us_ and this, of course, brings to mind the fact that the United Nations did eventually issue Kuwait a considerable compensation for the damage the Gulf War caused.

Showing all the due respect to our victims and innocent martyrs_ those who have given up their lives in order for Syria to remain as free as ever_ we do not approve of any governmental or parliamentary representation of whoever called for international intervention in Syria and supported, funded, and provided training to terrorists in our homeland. This is because, as it has become clear to all, the regions that are now under the control of terrorist armed militias in the country are now witnessing everyday massacres and industrial scale killings that should have spurred a more vehement call for war crime charges. Having said that, and having reached all the necessary agreements and compromises prior to Geneva II, the peace talks should consider the continuous arming of any non-government groups to be a criminal act and, hence, their weapons to be illegal and unauthorized. Hence, it is the government’s right to take any political or military action that results in either their removal, or use in a way that best serves our national interest.

We highly appreciate all the effort you have put into these talks so far. We hope Geneva II is a success.

السادة المؤتمرون في جنيف 2

نطالب نحن الموقعون على بيان النداء السوري احترام مطالبنا الواردة أدناه بعد أن تقصينا قبولها لدى شريحة واسعة تضم مختلف أطياف الشعب السوري، فنحن نرى في انعقاد المؤتمر بوجود الحكومة السورية وخصومها من الحكومات المجتمعة في هذا الظرف الخاص مدخلاً عقلانياً لحل الشق السياسي والأمني والإنساني من الأزمة السورية من خلال دعم سوريا الدولة في التصدي للإرهاب المصدر إليها من جهة، والدعوة من جهة أخرى إلى المصالحة الوطنية الشاملة والوفاق والوئام بين جميع السوريين. بالإضافة إلى التعاون التام مع منظمات المجتمع المدني المعنية بالشأن الإنساني والنشاط الإغاثي، وتقديم كافة التسهيلات لإعادة جميع اللاجئين والنازحين السوريين إلى وطنهم الأم.

آليتنا في بياننا هذا أن يكون كل مواطن سوري حاضراً برأيه وصوته في هذا المؤتمر.

– نؤكد على أن وحدة سورياً أرضاً و شعباً أمرٌ لا يحتمل المساومة ولا النقاش و نؤكد على رفضنا التام و المطلق لأي حل يقوم على مبدأ المحاصصة العرقية أو الدينية أو المذهبية سواء حمل اسم حكومة مؤقتة أو حكومة وحدة وطنية أو هيئة إنتقالية أو أية تسمية أخرى. و نؤكد أيضاً و عن إيمان تام بأنه لا وطن دون ثقافة مواطنة حقيقية يرعاها و يحميها دستوره و تكون فيها القيمة الأولى و الوحيدة للإنسان مواطنته و انتماؤه للوطن الذي يحمل جنسيته و جواز سفره.

– نؤكد على أن كل شبر محتل من الأرض السورية هو حق مقدس لكافة السوريين نرفض بشكل قاطع التنازل عنه أو المساومة عليه.

– نطالب حكومتنا وخصومها من الحكومات المجتمعة في جنيف على حد سواء بالرفض القاطع لأية محاصصة قائمة على مبدأ توازن القوى والنفوذ الدولي ،مهما كانت الضغوطات ، ونجد في ذلك نواةً لمشروع تقسيم نصنفه في خانة الخيانة العظمى للوطن والشعب السوري.

– ندعو جميع الأطراف المؤثرة والمساهمة في صنع القرار إلى دعم الدولة السورية في ممارسة حقها وواجبها المجتمعي والإنساني في محاربة ومكافحة الإرهاب الذي يضربها من كافة أصقاع الأرض، بكافة الطرق والوسائل، وإلزام دول الجوار بإتخاذ جميع الإجراءات اللازمة لإغلاق حدودها في وجه تدفق الإرهاب إلى الأرض السورية، والدول المساهمة في تصدير الإرهاب إلى سوريا أو دعمه بأي شكل من الأشكال، بكف اليد عن التدخل بالشأن السوري تحت طائلة العقوبات الصارمة والرادعة من قبل المجتمع الدولي ومنظماته الموقرة.

– نرفض بشكل قاطع أية إملاءات أو قرارات انفرادية تمس بسيادة الدولة السورية وبحق الشعب السوري في تقرير مصيره، ونطالب بالمقابل جميع المؤتمرين وكافة المعنيين بصنع القرار من حكومات ومنظمات وجهات معنية بأن تكون مساعدتهم للشعب السوري من خلال تمكينه من ممارسة حقه الديموقراطي في تقرير مصيره، من خلال توفير الأرضية والمناخ الملائمين لذلك، سواءً من خلال البدء بإطلاق انتخابات رئاسية أو برلمانية أو مشروع دستور جديد معيارها النزاهة ومشاركة كافة أطياف الشعب السوري فيها بعد توفير وتحقيق الشروط الملائمة.

– نطالب بالعمل على وضع دستور سوري وطني وعصري، يراعي متطلبات ومصالح الشعب السوري بجميع أطيافه، ويقوم على المواطنة، والمساواة، ويرسخ مبدأ الفصل بين السلطات. على أن يعرض هذا الدستور على الشعب السوري في استفتاء عام.

إن رفع علمين في بلد واحد وفي الوقت ذاته يشكل تهديداً حقيقياً على وحدة هذا البلد أرضاً وشعباً، كما أن رفع راية أخرى واستبدالها قسراً وبطريقة غير ديموقراطية بعلم الدولة المعتمد رسمياً والممثل لها في المحافل الأممية يشكل انتهاكاً خطيراً لسيادة الدولة ما لم يحصل بتفويض من سلطة الدولة التشريعية ووفق دستورها الناظم وبغالبية شعبية.

وعلى ذلك فإن العلم الوحيد الشرعي للدولة السورية هو العلم ذو النجمتين الممثل لها في جميع المحافل الأممية منذ سنة 1980 وحتى اليوم.

– نطالب حكومتنا وخصومها من الحكومات المؤتمرة في جنيف وجميع الجهات المعنية من مؤسسات ومنظمات المجتمع الدولي بالعمل على تمهيد الطريق لاستخدام الحل الحضاري وهو اللجوء لصناديق الاقتراع ، ونؤكد على أن الشعب الذي اخترع الأبجدية لن يعجز عن تنظيم انتخابات حرة نزيهة، فيكون هذا المؤتمر فرصة للاتفاق حول خارطة طريق تؤدي إلى انتخابات حرة ونزيهة مراقبة من قبل مؤسسات مدنية حصراً محليةً كانت أم إقليمية أم دولية بعد توفير الشروط الملائمة لها، وتوفير مناخ ديموقراطي يثمر عن حياة سياسية تعددية منصفة لجميع أطياف الشعب السوري موالاةً ومعارضة.

– لقد بات واضحاً للجميع دون استثناء أن المناطق التي وقعت تحت سيطرة الميليشيات المسلحة الخارجة عن سلطة الدولة أصبحت مسرحاً لمذابح إنسانية لم تشهد لها البشرية مثيلاً ، وعليه فإننا نطالب بخلوص المؤتمر إلى التأكيد على أن كل سلاح خارج منظومة الجيش والقوات المسلٌحة الخاضعة رسمياً لسلطة الدولة السورية وخاصةً بعد إنجاز التوافقات والتسويات المنتظرة من المؤتمر هو سلاح غير شرعي، من حق الدولة وواجبها في الوقت ذاته إتخاذ كافة الإجراءات الملائمة سياسياً وعسكرياً لمحاربته، أو نزعه، أو إعادة توظيفه بما يخدم المصلحة العليا للشعب السوري، وإعادة الأمن والأمان والإستقرار للأرض السورية كاملةً، وإنهاء كافة أشكال الفوضى الخطيرة والهدامة التي تعيشها سوريا، مقابل تمكين سلطة القانون وترسيخ مفهوم الدولة والمؤسسات على التوازي مع إنجاز المصالحة الوطنية الشاملة بين جميع أبناء الشعب السوري.

– نرفض بشكل قاطع مشاركة أي من دعاة التدخل الخارجي وداعمي الإرهاب أو المساهمين بتسويقه في سوريا، في أية حكومة أو تشكيل قادمين، إحتراماً لتضحيات شهدائنا الأبرار ممن بذلوا أرواحهم ودماءهم في سبيل سوريا حرة لا يدنسها إرهابي ولا يطؤها محتل.

– نطالب جميع الدول ومنظمات المجتمع الدولي المعنية برفع كافة العقوبات، وخاصةً الإقتصادية عن الشعب السوري، المتضرر الأساسي والوحيد من هذه العقوبات

– ندعو الحكومة السورية لنشر بيانات المعتقلين لديها موثقةً بأسباب الإعتقال ومدته، وإن كان قد تم إحالته إلى القضاء كما ينص الدستور السوري. كما نطالب الأطراف الناشطة في صفوف المعارضة بكتابة جداول بأسماء المعتقلين لدى الجهات الأمنية للدولة وثبوتياتهم مع توقيت اعتقالهم.

– وبالمقابل نطالب جميع الدول والهيئات التي تملك سلطة على أية جماعات مسلحة داخل سوريا تحتجز لديها مخطوفين ورهائن، أن تقوم بالضغط حالاً على هذه الجماعات للإفراج الفوري عن المخطوف وإعادته إلى أهله وذويه من أجل الوصول إلى حل شامل ينهي معاناة الشعب السوري ما بين معتقل ومخطوف ومفقود.

– نطالب ونؤكد على حق الدولة السورية قانونياً في المطالبة بالتعويضات المخولة لها دولياً بوصفها دولة معتدى عليها، وذلك من قبل الدول المعتدية عليها مباشرةً أو ضمناً أو من خلال الدعم أو التسهيل لمن أتى مقاتلاً ومعتدياً من قبل هذه الدول، أسوة بما حصلت عليه جميع الدول المتضررة من العراق في غزوها للكويت سنة 1990.

– نطالب الحكومة السورية وخصومها من الحكومات على حد سواء بالإضافة لجميع الجهات المعنية من مؤسسات ومنظمات المجتمع الدولي بوضع الحالة الإنسانية المزرية للشعب السوري على رأس جدول أعمالها، والمساهمة في إيجاد حل توافقي سريع وعاجل لإغاثة المناطق المنكوبة، ودعم وتسهيل وصول المساعدات الإنسانية إلى كل شبر على الأرض السورية، وتمكين المنظمات الإغاثية ومنظمات المجتمع المدني من أداء دورها على أكمل وجه بالتنسيق مع الحكومة السورية.

– نطالب الحكومة السورية وخصومها من الحكومات على حد سواء بالإضافة لجميع الجهات المعنية من مؤسسات ومنظمات المجتمع الدولي إلى الإسراع في إنجاز خطة لتسهيل عودة جميع السوريين اللاجئين والنازحين في المهجر، وفي دول الجوار على وجه الخصوص، إلى وطنهم الأم، ووضع هذه الخطة قيد التنفيذ في أسرع وقت ممكن مع تقديم جميع التسهيلات والضمانات والمعونات والتعويضات المطلوبة لهم من قبل الحكومة السورية، وخصومها من الحكومات المطالبة بدفع التعويضات، بالإضافة إلى منظمات المجتمع الدولي المعنية بالأمر.
